Weird trash-throwing habit

This very weird woman (you can see her leg covering a large chunk of the right portion of the picture) and a friend of hers (left-side leg) were on the escalator in front of me an hour or so ago. Nothing odd about that, right?

Except that she crumpled up some tissue and just dumped it on the escalator step in front of her like it's her personal mobile wastebasket. I suppose she was expecting that it would just be ground to bits the moment she steps off.
